    • Film Fest in the City drove £1.5m of spend in city centre shops, bars and restaurants
      5.3m people saw Sign of a Great Time marketing campaign
    • Retail sales were up 1.9% and hospitality sales up 6.1% when Sign of a Great Time was active
    • Since 2018 Princes Street footfall has increased by 1.2m people versus the preceding 4-year period.
    • The George Street ice rink increased footfall by 260k

  • Enhancing our city centre

    Vote YES for the cleanest, most attractive destination in Scotland’s Capital:

    • 94% of businesses support the on-going activity of the Essential Edinburgh Clean Team
    • We will invest in upgraded gum busting and graffiti removal equipment to further enhance the Clean Team’s efforts.
    • Our partnership with Changeworks recycling will continue to provide levy-payers with a group buying discount for waste removal and recycling, offering substantial savings for these essential services.
    • We will make enhancements to paths and lighting as we continue our stewardship of St Andrew Square Garden.
    • We will complement the vitality and ambiance of the city centre with tasteful floral displays, seasonal planting and new city dressing.

    A greener city

    • We will support and advocate for our levy-payers as the City Centre Transformation and Low Emission Zone projects become reality.
    • We will work toward a business plan that offers enhanced communication, lobbying and parallel initiatives which support both our businesses and wider environmental goals.

    Our track record 2018 – 2023:

    • 628100kgs of litter collected by the Clean Team
    • 30214m² of gum blasted – that’s over 4x the size of Murrayfield
    • 1485 instances of environmental and hazardous waste removal
    • 900 tonnes CO2 saved from landfill disposal
    • £505,000 spent on Edinburgh city centre’s Christmas

    Vote YES to ensure the city centre is a safe place to work, visit & enjoy:

    • Build on our successful partnership with homeless charity Cyrenians
    • Provide an enhanced police presence through “BID Cop”
    • Support our night-time economy, partnering with local organisations like Street Assist
    • Continue Check Out and Check In, our ground-breaking retail and accommodation security partnerships.

    Our track record 2018 – 2023:

    • Cyrenians partnership helped 179 homeless people find accommodation and engaged with over 636 people to provide 1-2-1 support, direct interventions or help to establish permanent tenancy arrangements.
    • BID COP engaged with levy-payers 614 times, and delivered 21 Hard Target retail crime talks
    • Recorded crime DOWN 66% in the city centre this term
 – based on most recent average figures supplied by Police Scotland excluding 2020-21
    • 1217 Check Out circulations, providing key data to police and retail partners to inhibit shoplifting

  • Engaging with all relevant bodies

    Vote YES for us to champion the interests of our businesses and provide a collective voice that can always be heard:

    • Lobby with national and local government on important issues including rates reform, the redevelopment of premises and an increased provision of public waste bins.
    • Monitoring and reporting key indicators for the city centre, including sales and footfall.
    • Investment in FUSE to provide free recruitment and training support for levy-paying retail and hospitality businesses.
    • Proactively work with landlords and developers for the ongoing regeneration of Princes Street.

What: Essential Edinburgh, the Business Improvement District (BID) company, is required by law to undertake a renewal ballot to continue for a further 5-year term.

When: The six-week long renewal ballot takes place from 9th February – 23rd March 2023.

Where: The BID operates within a set boundary, each eligible business premises within the area will get a vote.

Who: Each eligible business with a rateable value of £25,000 or more will get a vote.

How: The 2023 renewal ballot will be a postal vote.

FAQs

  • Voting

    As a completely independent body regulated to conduct voting processes, The City of Edinburgh Council will conduct the renewal ballot entirely by post on behalf of Essential Edinburgh.

    Ballot Papers will be sent to those eligible to vote on the Essential Edinburgh Business Improvement District (BID) on 9th February 2023, for return to Edinburgh Council at any time during the six-week ballot, but no later than 5pm on Thursday 23rd March 2023, when the ballot will close. If you have multiple properties within the Essential Edinburgh BID, you will receive multiple ballot papers. Please complete all ballot papers you receive.

    The person eligible to vote should put a cross (X) in the box of his/her choice. “Yes” to vote in favour of the Essential Edinburgh BID continuing, or “No” to vote against. The voter must then sign the ballot paper, write their name in block capitals and write their position in the company or partnership.

  • Who can vote in the BID Ballot?

    Businesses eligible to vote in the ballot will be the non-domestic ratepayer listed on the Council’s database for each hereditament (business premise) situated in the geographical area of the Essential Edinburgh BID, as at the date of the Ballot Notice.

    Each business entitled to vote in this ballot shall have one vote in respect of each hereditament occupied or (if unoccupied) owned by them in the geographical area of the Essential Edinburgh BID.

  • Appointment of a Proxy

    Persons eligible to vote in the BID ballot may appoint someone else to vote on their behalf.

    Applications to appoint a proxy must be submitted to The Returning Officer, The Elections Team, The City of Edinburgh Council, Waverley Court, 4 E Market St, Edinburgh EH8 8BG no later than 5pm on 13th March 2023.

    An application for the appointment of a proxy must be made in writing and:

    a) the person entitled to vote (the applicant) must state the full name and address of the proxy voter they wish to appoint;

    b) state the address of the applicant’s hereditament(s) (business premise);

    c) be signed by the applicant;

    d) contain a statement by the applicant that the proxy so named has been consulted and is capable and willing to be appointed.

    A proxy appointment may be cancelled by notifying The City of Edinburgh Council at the address above no later than 5pm on 18th March 2023.

  • Lost Ballot Papers

    If a ballot paper has not been received, you may apply to The City of Edinburgh Council for a replacement paper in writing from 7 working days before the ballot is due to close (Tuesday 14th March 2023).

    Please email the Essential Edinburgh office on renewal@essentialedinburgh.co.uk to request the application for replacement ballot paper template. Simply complete the details onto your business letterhead or paste into your business email address (personal email address are not acceptable), scan ‘evidence of identity’ and attach them both and send by email to renewal@essentialedinburgh.co.uk.

    The letter should be addressed to The Returning Officer, The Elections Team, The City of Edinburgh Council and must be signed by the Eligible Voter and evidence of the voter’s identity must be provided in the form of one of the following:

    a) Signed Letterhead for the appropriate company

    b) A signed photocopy of the National Non-Domestic Rating Bill for the hereditament

    c) A signed photocopy of an item of personal ID such as a Passport or Driving Licence

  • Spoilt Ballot Papers

    If you inadvertently spoil your ballot paper in such a manner that it cannot be conveniently used as a ballot paper, please return it to The Returning Officer, The Elections Team, The City of Edinburgh Council, Waverley Court, 4 E Market St, Edinburgh EH8 8BG

    On receipt of the spoilt ballot paper, Edinburgh Council will issue a replacement. No replacements can be issued if the spoilt ballot paper is received later than three working days before the day of the ballot – Monday 20 March 2023.

  • Rejected Ballot Papers

    If a ballot paper is duplicated and two are returned bearing the same number or barcode both will be void and not counted. Any ballot papers that are returned unsigned, unmarked or that are void for uncertainty will not be counted.
